If you want to give appraisal to the employee who does not have portal access to the portal , an administrator will be able to create a hard copy form that will be later sent to the employee which help them to fill the same in their respective comments or ratings manually . After doing all these steps you would have to return the same to the administrator which means a back office user for particular manual input in the SAP with the help of back-end. Let us have an example, sometimes the manager have the access to portal but the employee does not have access to the portal, when an administrator consumes contribution to the appraiser’s self-assessment in to SAP on their behalf, you will be able to get online form which would be available to a respective manager, but please make sure it will depend up on the configuration / processes for the appraiser that will work on line.
Later the manager or the appraiser should have to reply back to the administrator or you have print out the hard copy with in the process appraisal documents which can be done manually till the process is complete. Therefore the stages or the phases or the respective ranks would be applied, for this you you must require the intervention of the HR user to enter the less amount of appraise details and might be the details of the appraisal and besides this the manager still do not have the portal access. The download or the upload option will be designed again for the use by the appraise that will work on drafts of the appraisal. It will be work offline and later you have to upload them back to the portal once they are done.
Hope this will clarify all the above issue
