Although the content is same both are a part of different backup strategy. if you plan to take incremental backups and restore them then full backups cannot be used. In other words you can not restore a level 1 incremental backup on top of a full backup, you can only restore level backup on top of a level 0 backup.

1 > RMAN full backup is not counted in incremental backup strategy but both will take backup of filled blocks.
2> It will take full backup using incremental backup strategy.

Full backup and level 0 backup both are same, the difference between them is that the level 0 backup is the root backup for its incremental backups maintained in rman repository.
