Due to an incorrect Customizing setting, daylight saving time in the U.S.A. ends on the first Thursday of the month of October instead of on the last Sunday of October.
The entry in the variable daylight saving time rules for the U.S.A. must look as follows. Use transaction STZBC to adjust the V_TTZDV Customizing table/view:

Pay attention to the warning issued when you change the time zone setting. In particular, make sure that the level of system activity is low and that it is feasible to shut down/restart all affected SAP instances, as caches must be refreshed for the changes to become effective.
You may also have to set the time zone indicator to allow changes before you can change the daylight saving time rule. To do this, go to system transactionSTZAC. To prevent existing settings being changed again, you must deactivate the change indicator once you have made the changes.
