Is only one instance running on the server? If yes, then run ipcs-m : grep -i ora command to check if Oracle memory segment released from OS. If memory segment is not yet released then ask OS admin to release the unreleased Oracle shared memory. Then u should be able to start the instance.
Reduce the sga and retry, it is mainly because of more allocated sga than you have on your system.
Adjust kernel parameters which omer suggested and it should work.
Adjust kernel parameters increase temp spave.
How many other instances running in this server? How much memory left excluding the instance your about to start?
Check the ram size in your server, and also menory parameters at init.ora, memory_target, sga_target.
