Software Provisioning Manager (SPM) failed in the phase start/stop instance.
Sapinst_dev.log contains the following:
Execution of the command "/usr/sap/<SID>/SYS/exe/uc/<OS type>/sapcontrol -prot NI_HTTP -nr <NR> -function GetInstanceProperties" finished with return code 1.
