We have Setup CCLM on one of our ECC Qaulity system and now wants to setup Decommissioning Startegy on it. Can some one suggest how we can acheive this?

You can check SAP Note 1631941 - CCLM: Landscape Update + RFC failure update,
in the older version of RFC connection is not working properly.
Hope this will fix your problem
