May I know that why should we need to restore and recover database if we loss control file and redologs? in RMAN.

The control file is the most crucial file for the database, since it has the physical structure of the database save and is required to mount the database. Which i believe it as important step which cannot be skipped.
The redo logs are also one of the important files which holds your redo entries to maintain the integrity of the database data/transaction but however of you have lost them and don't have backup or mirrored copy of redo member you can skip the redo log while recovery. Its just that you will have to open the database with resetlogs option . which might lead to some data loss.
Now if their is the loss of one of the file or both . of course the restoration and recovery is required if you have the backup present for it.
Or else you would require to recreate the control file with "create controlfile" Statement, and depending on the scenario you would include the old redo log file or skip the one from the create controlfile statement.
But it is not necessary that the whole database needs to restore. But again it totally depends on what situation you are in.
No, we won't restore the full database. we just restore backup control file, then we do restore. here the restore will not apply any archive logs, it just update the scn number or log sequence in the controlfile.
