What do you think is the one most notable issue that affects project management success?
I believe project management must be an integrated management process that incorporates the strategic, developmental and tactical levels of an organization to improve strategic business investment execution. Not having executive management's buy-in and support to develop and fine tune that integrated process is the most notable issue that affects project management success.
There are several but if I have to choose only one, I think that failure to define and reach agreement on what "success" means and looks like is a critical factor in the success of the project. If you can't define and/or can't reach agreement with the stakeholders regarding the goals and objectives of the project then how can you be certain that the project was successful in the end?
In my opinion, it is people being promoted to PM too early without enough experience and motivational talent.
